CDPH is currently hiring an Assistant Division Director- Program and Quality (Public Health Medical Administrator I) within our Center for Family Health's Genetic Disease Screening Program (GDSP)! In this role, you will serve as the Clinical Laboratory Improvement Amendments (CLIA) clinical consultant and Medical Subject Matter Expert (SME) providing medical, legislative, and programmatic guidance to ensure the effectiveness, compliance, and advancement of screening and laboratory services statewide.
Key Responsibilities:
Leads quality oversight activities and meetings with internal and external SME partners across all GDSP programs, including Newborn Screening (NBS), Prenatal Screening (PNS), CA Birth Defects Monitoring Program (CBDMP) and Biobank operations
Participates in strategic planning and quality metrics development for outcome tracking, incident resolution, and continuous improvement
Serves on the GDSP Clinical Quality Management team, ensuring cross-sectional integration of medical oversight with operational functions
Provides strategic direction and leadership to the Continuing Medical Education (CME) team, fostering a culture of continuous improvement and professional development
Monitors and reports on CME program outcomes, using data to drive decision-making and program enhancements
Serves as the designated Clinical Consultant to the CLIA-certified Genetic Disease Laboratory (GDL), ensuring ongoing compliance with federal CLIA regulations
Provides expert guidance on test performance specifications, analytical validation, proficiency testing, and corrective actions
Reviews, interprets, and approves complex laboratory data, and contributes to establishing clinical thresholds and medical decision limits
Collaborates with the laboratory director and quality assurance teams on clinical validity, test updates, and regulatory readiness
Speaks with external providers/clinicians when required for quality oversight
Minimum Qualifications:
Possession of the legal requirements for the practice of medicine in California as determined by the California Board of Medical Quality Assurance or the California Board of Osteopathic Examiners (applicants who are in the process of securing approval of their qualifications by the Board of Medical Quality Assurance or the Board of Osteopathic Examiners will be admitted to the examination, but the Board to which application is made must determine that all legal requirements have been met before candidates will be eligible for appointment) and possession of a valid certificate issued by an American Medical Specialty Board or an American Osteopathic Specialty Board as a specialist in one of the fields of medicine, or eligibility for examination for one of these certificates as evidenced by a written statement from the Secretary of the Board and five (5) years of increasingly responsible administrative, supervisory and/or consultative experience as either a Board-eligible or Board-certified physician in a public health program, with at least three (3) of the 5 years in an administrative or supervisory capacity. Successful completion of one (1) year of graduate study toward a Master's Degree in Public Health or its equivalent in a recognized school of public health may be substituted for 1 year of the required experience.
Desirable Qualifications:
Clinical or public health expertise in areas such as screening programs, genetics, laboratory medicine, epidemiology, or similar fields, with the ability to provide oversight for complex health programs
Knowledge of laboratory regulatory requirements, including experience with CLIA or similar regulatory frameworks, test evaluation, quality assurance activities, and maintaining regulatory readiness (GDSP will support eligible candidates in meeting CLIA qualification requirements)
Demonstrated leadership or supervisory experience, including mentoring staff, supporting performance management, and contributing to strategic or operational direction
Experience leading or supporting quality improvement efforts, such as developing quality metrics, conducting incident reviews, performing risk assessments, or coordinating cross-program quality activities
Skill in interpreting, reviewing, or approving clinical or laboratory data, including applying evidence-based practices, establishing decision thresholds, or contributing to clinical or operational guidance
Experience in program or project oversight, including strategic planning, coordinating cross-functional activities, or supporting operations for complex public health or laboratory programs
Strong communication and stakeholder engagement abilities, including presenting information to leadership, advisory groups, clinical partners, or public audiences
Experience in developing or supporting educational, training, or provider-facing initiatives, such as workforce development or continuing education activities
Familiarity with legislative, regulatory, or policy processes, including reviewing proposals, supporting regulatory development, or preparing briefings or reports
Ability to manage multiple priorities, respond to evolving program needs, and provide coverage or support across teams or leadership functions as necessary
