SUMMARY: Under the direction of the Program Manager, the Waiver Manager is responsible for working with the Program Manager in developing and implementing program policies and procedures for the DSP program components, including IRA Homes, Day Hab, and Supportive Apartments. The Waiver Manager will assist in developing and overseeing program budgets. The Waiver Manager will work with the Plan Writer to ensure all plans are up to date.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
· Assist the Program Manager in developing, maintaining, and implementing the DSP components policies and procedures.
· Assist the Program Manager in developing and maintaining budgets for DSP programs.
· Responsible for overseeing the DSP program budget and all expenditures
· Responsible for overseeing IRA Team One and Team Two Supervisors and the Day Program Supervisor, as well as the Supportive Apartment staff and DSP Floaters.
· The Waiver Manager completes annual evaluations of employees, addresses staff issues that may arise, works with staff to ensure the Individual’s needs are met and works with Plan Writer to ensure adequate plans are in place and are being implemented.
· Work with IRA Team One and Team Two Supervisors to ensure the overall IRA structures are compliant with OPWDD rules and regulations. Report to the Program Manager any issues needing to be addressed and an appropriate plan of action.
· Attend weekly Managers' meetings.
· Oversee monthly IRA staff meetings.
· Work with the Program Manager for coordination of strategic planning.
· Interviews, recruits, and hires for any direct report vacancies.
· Works closely with the Training/QA Coordinator to schedule training.
· Ensures adequate documentation of services for billing purposes.
· Ensure quality service delivery within the IRA Programs, Day Program, and Supportive Apartment Program.
· Inspects the IRA and SAP physical plan monthly and document compliance with emergency preparedness plans, fire safety, and all other life safety codes.
· Prepare, account for, and record the expenditures of personal allowance and clothing money for the individuals.
· Act as a liaison with other agencies, medical personnel, legal consultants, community groups, families, and advocates to ensure that quality services are provided to each individual.
· Effectively utilize and monitor electronic documentation software for all aspects of services delivered.
· Other related duties as assigned.
MANDATED REPORTER: Mandated reporter per the Office of People with Developmental Disabilities (OPWDD) regulations. Required to maintain that status throughout employment. Required to call the Justice Center and report when, while acting in their official or professional capacity, they are presented with information that gives them reasonable cause to suspect a reportable incident has occurred. Also required to be a NYS Mandated Reporter in the event that they have interaction with the Tribe’s vulnerable population. This includes completing any necessary training and adhering to all reporting obligations as defined by applicable laws and tribal policies.
SUPERVISORY RESPONSIBILITIES: The Waiver Manager is responsible for oversight of the IRA Team One and Team Two Supervisors and the Day Program Supervisor, as well as the Supportive Apartment staff and DSP Floaters.

EDUCATION AND/OR EXPERIENCE:
· Associate’s Degree in Human Services or a related field AND
o Five (5) years of documented work experience in the field of developmental disabilities, mental health, or related field
OTHER SKILLS AND ABILITIES: Strong oral and written communication skills required. Must have excellent computer skills, including Word, Excel, and experience with varying databases.
This position mandates employees to report to or remain at work in the event of an emergency, crisis situation, or staff shortage until relieved by their immediate supervisor.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Must have and maintain a valid driver’s license in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
The successful candidate must pass a drug test and background check prior to employment.
