Performs complex management and oversight activities for the daily operations of the Aviation Emergency Management Team. Establishes short-, mid-, and long-term goals and objectives; develops guidelines, procedures, rules, and regulations; develops schedules, priorities, and standards for achieving established goals; coordinates and evaluates program activities and procedures to optimize preparedness to respond to any emergency or disaster within the Dallas Airport System. Plans, assigns, and/or supervises the work of the team. Develops and maintains positive and functional relationships with internal and external stakeholders. Works under limited direction with extensive latitude for the use of initiative and independent judgment.
Essential Functions
1 Manages the activities of staff on the Aviation Emergency Management team including planning, assigning, and supervision of the work of others.
2 Leads the Department’s succession planning activities by managing a contract while acting as the SME for Executives and Managers.
3 Acts as a liaison to the City of Dallas – Office of Emergency Management (OEM).
4 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
5 Oversees the preparation of management and productivity reports and studies.
6 Oversees research studies and evaluates research studies before presenting information to management teams.
7 Oversees the preparation of and evaluates budget requests for positions with the Budget Manager.
8 Oversees the planning, development, and operation of special projects (such as internship and pipeline programs).
9 Performs all other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of local, state, and federal laws and regulations relevant to aviation and Emergency Management.
Knowledge of City of Dallas emergency plans, as well as FEMA NIMS and ICS, is sufficient to be able to act as the airport Incident Commander or EOC Manager for all airport emergencies.
Ability to establish and obtain operating goals and objectives for a team.
Ability to devise solutions to administrative problems and to plan, assign, and/or supervise the work of others.
Ability to develop and evaluate administrative policies and procedures.
Ability to disseminate information through the preparation of concise reports.
Ability to supervise staff.
Ability to administer a budget.
Ability to communicate effectively, at all levels, both orally and in writing.
Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.

MINIMUM QUALIFICATION:
EXPERIENCE:
Four (4) years of professional-level administrative experience, which involved responsibility for Airport Operations or Emergency Management
AND
Two (2) years of experience in a supervisory/management capacity.
EDUCATION:
Bachelor's degree in a Business, Public Administration, Emergency Response, or Aviation Management field.
EQUIVALENCIES:
High school diploma or GED plus eight (8) years of the required experience, including two (2) years of supervisory/management responsibilities, will meet the education and experience requirements.
Associate degree in any field plus six (6) years of the required experience, including two (2) years of supervisory/management responsibilities will meet the education and experience requirements.
Bachelor's degree or higher in a non-specified field plus six (6) years of the required experience, including two (2) years of supervisory/management responsibilities, will meet the education and experience requirements.
Master's degree or higher in a specified field, plus two (2) years of the required experience, including two (2) years of supervisory/management responsibilities, will meet the education and experience requirements.
OTHER REQUIREMENTS:
Must pass the Transportation Security Administration (TSA) background check.
Availability to work varying shifts (days, evenings, nights), including weekends and holidays.
