Summary
This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200 -000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Qualifications
To qualify for this position - applicants must meet all requirements within 30 days of the closing date of this announcement. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Be a citizen of the United States
(Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 - section A - paragraph 3g this part)
English Language Proficiency
Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f)
Education
Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
A doctoral degree in social work may not be substituted for the master's degree in social work
Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work
Licensure
Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
Grade Determinations: Social Worker (Program Coordinator) - GS-12 Experience and Education
One year of experience equivalent to the GS-11 grade 13 level
Experience must demonstrate possession of advanced practice skills and judgment - demonstrating progressively more professional competency
Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience
Licensure/Certification
Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level - and must be able to provide supervision for licensure
Demonstrated Knowledge - Skills - and Abilities (KSAs)
In addition to the experience above - the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation - negotiation - and monitoring
(b) Knowledge and ability to write policies - procedures - and/or practice guidelines for the program
(c) Ability to supervise multidisciplinary staff assigned to the program
(d) Skill in organizing work - setting priorities - meeting multiple deadlines - and evaluating assigned program area(s)

Duties
Prevention and Management of Disruptive Behavior (PMDB) Obtains and maintains PMDB Certified Trainer status
Consults with the PMDB training team to coordinate training of JMWVA staff
Assists with identification and selection of PMDB Facility Trainers qualified to become Master Trainers and retention of sufficient Master Trainers to minimize costs of developing new Facility Trainers via Train The Trainer (TTT) courses
Workplace Behavioral Risk Assessment (WBRA) Responsible for coordinating a team of professionals in accordance with VHA policy to conduct WBRA and quarterly meetings
Assigns PMDB training levels to employees based upon the WBRA results for position and work place
Collect the data from disruptive behavior reports for the annual Workplace Behavioral Risk Assessment
JMWVA's Disruptive Behavior Committee (DBC) Serves as co-chair of DBC - co-leads the team of Admin and Clinical Executives to assess - triage and manage patient-generated disruptive behavior immediately - by utilizing Evidence based Threat Assessments
VRAI-Veteran (Violence Risk Assessment Instrument
Incorporates Veteran-specific risk factors)
Co-responsible for the management of computer-based flagging systems for identifying risk of potentially violent or dangerous veteran patients
Responsible for the education - training - implementation of local and national policies pertaining to disruptive behavior
Employee Threat Assessment Team (ETAT) Serves as the Chair of ETAT
Duties include obtaining data from the DBRS - communicating with ETAT members regarding meetings or other questions
Responsibility for overseeing the day to day business of the committee
Care Coordination Review Board Serves as Team Lead for an interdisciplinary team to assess - triage and develop a plan for Veterans whose complexity increases their risk
Facilitates formulation and review of Healthcare Agreements
Facilitates the complex case discussion as requested and submitted by clinics and providers
Disruptive Behavior Reporting System (DBRS) Responsible for the implementation and coordination of the DBRS - including the collection and analysis of data on disruptive incidents
Responsible for all VISN and Central Office requests for information about disruptive behavior training or any data about disruptive behavior incidents
Responsible to respond to all reports made in the facility regarding either staff or patient
Assess the environment of care for safety if there has been a breech
Other Administrative Responsibilities Responsible for responding to VISN - FOIA and Congressional requests and inquiries directed to the DBC and/or the WVPP
Has broad responsibility for program accreditation and compliance for the JMWVA
Prepares Issue Briefs as needed
Other Significant Responsibilities Serves on Facility - VISN - and/or National VA committees or task forces
Represent the VA JMWVA at professional community group/events and committees - in conferences/meetings - and/or with representatives of local public interest groups - congressional district offices and employees of State and local governments
Provides clinical supervision and instruction for LPMHCs accruing hours toward licensure when indicated
