The Los Angeles Community College District (LACCD) announces an opening for a Dean of Instructional Services: Career Technical Education and Workforce Development (CTE/WD) at East Los Angeles College (ELAC). The college is seeking a student-centered, innovative, and revenue-generating leader focused on growing, developing, and aligning career technical education, workforce development, continuing education, and other special academic programs with the college's goals in response to student and community needs, as well as supporting our college's commitment to educating the more than 55,000 racially and socioeconomically diverse students per year. ELAC is the largest of the nine colleges in the LACCD that serves East and Southeast Los Angeles with campuses in Monterey Park, South Gate, and Rosemead.
Established in 1945, ELAC is designated as a Hispanic Serving Institution (HSI) dedicated to providing the highest quality of transfer, non-credit programming, and community programming with the purpose of supporting students in achieving associate degrees, general education, skills certificates, workforce preparation, and/or personal development. The college seeks to fulfill the potential of each student through innovative teaching methods, the latest in educational technology, and committed support services. POSITION DESCRIPTION
The Dean of Instructional Services: CTE/WD works cooperatively with department chairs and directors with respect to program review and planning, grant development, curriculum development, scheduling, FTE (Full Time Equivalent) management, hourly rate assignments, hiring and contract compliance. The Dean articulates, implements, and monitors compliance with the Education Code, Title 5, Board Rules, District Administrative Regulations, Personnel Guides, accreditation, and collective bargaining agreements. They also represent Instructional Services on a variety of committees and subcommittees under the College's shared governance structure and serves as a resource to the Vice President of Instructional Services on issues pertaining to the dean's area of responsibility. The Dean represents the College as part of the LA Regional Consortium and on a variety of advisory committees. The College invites diverse individuals with the required training and work experience to apply for the position.
MINIMUM QUALIFICATIONS
Master's degree from an accredited college or university.
Completion of one year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment.
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff, and students.
RESPONSIBILITIES
1. Plans, supervises, directs, markets, facilitates, and provides leadership to assigned division and areas based on the needs of the institution; although the division and areas are subject to change, the areas of supervision expected for this this dean are respiratory therapy (associate and baccalaureate programs), Perkins, Competency Based Education, Credit for Prior Learning, California Youth Leadership Corps, Contract and Continuing Education, and CTE dual enrollment; significant input on local and regional Strong Workforce program.
2. Implements the philosophy and policies of the college and ensures that the educational programs achieve the College mission, vision, and goals.
3. Leads efforts in assigned areas to reduce racial equity gaps and foster a diverse, equitable and inclusive learning and work environment.
4. Collaboratively and collegially work with faculty, staff, students, and administrators with sensitivity to their diverse backgrounds to problem solve using data for assigned areas
5. Oversees and expands the College's workforce development, which includes working local employers and industry to ensure the development and updating of CTE curriculum.
6. Develops, acquires, and manages grants and contracts of significant size.
7. Drafts contract proposals/memorandums of understanding.
8. Evaluates division chairs and employees for assigned areas.
9. Engages and actively participates in the program review process for the assigned areas.
10. Participates in various committees, as assigned; co-chairs assigned committees; attends leadership meetings that include Deans, Vice Presidents, and President.
11. Represents Instructional Services on a variety of committees and subcommittees under the College's participatory governance structure.
12. Represents the College on various local, regional and state-wide meetings and committees.
13. Provides leadership in new and emerging technologies in support of teaching and learning.
14. Supports the College's planning efforts; directs, manages, and participates in the preparation and control of the assigned area budgets, including grants or categorical funds.
15. Serves as Saturday and evening administrator, as required.
16. Supervises the personnel functions for the areas in their charge. Responsible for:
o Supervising and monitoring the selection process for all certificated personnel.
o Monitoring and enforcing the evaluation process.
o Monitoring compliance with the contract and ensuring that the chairs and the Instructional Services Office comply with all elements of the contract.
17. Performs other duties as assigned within the scope of the position.
DESIRABLE QUALIFICATIONS
Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
Experience in working collaboratively with instructional departments, especially CTE programs and departments.
Demonstrated leadership experience in planning, organizing, and implementing programs.
Demonstrated experience in interpreting, articulating, and implementing a variety of regulations, policies, and procedures.
Knowledge and experience in curriculum development, scheduling, FTE management, and compliance with regulation and contractual requirements.
Sensitivity to changing student populations, ethnic and cultural diversity within those populations and the academic programs necessary to serve those students.
Ability to work effectively with faculty, staff, and administrators.
General knowledge of budget implementation and management.
General knowledge of grant budgets and compliance, successful grant development, and revenue generation, implementation, and management.
Personal characteristics necessary for working with students, employees, and the public in an administrative capacity, including stability, good judgment, tact, team spirit, and ability to cooperate with co-workers.
Ability to communicate effectively both orally and in writing and ability to produce significant reports/documents using relevant and applicable technology and data.
SALARY AND BENEFITS
The current salary range is $170,248 - $199,848 annually. The selected candidate will be placed on the salary schedule for that class based on a number of factors including but not limited to: education, scope and breadth of experience and responsibilities, skills, competencies and accomplishments in accordance with LACCD Board Rule 10509. An additional, doctoral stipend of $6,084 per academic year is available for selected applicants possessing a doctorate degree from an accredited institution. Benefits include medical, dental, vision for employees and eligible dependents, term life insurance, and State Teachers Retirement System program.

General Requirement
Health: After selection and prior to employment, a medical certificate indicating fitness to engage in administrative work is required for new employees, at the applicant's expense.
Eligibility Requirement: COVID 19 VACCINATION
Pursuant to LACCD (Los Angeles Community College District) Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption.
