The Manager, Transit Scheduling position manages, supervises, and coordinates bus and light rail scheduling activities associated with quarterly transit schedule changes (scheduling, blocking, run cutting and rostering), data analysis and field observations that drive schedule changes, and budget administration. This position will report to the Deputy Director, Service Planning.
The Manager, Transit Scheduling supervises the scheduling team and works in collaboration with service planning and transportation staff and member cities to enable efficient operations, implements the Short-Range Transit Program, promotes, and applies Transit Standards and Performance Measures, and provides support for local, sub-regional and regional transit planning efforts. Strong customer service skills and the ability to cultivate productive relationships with internal departments and member agencies are critical to this position.

Minimum Qualifications & Requirements
Bachelor’s degree in computer Science, Geography, Planning, Transportation, or a closely related field AND five (5) years of full-time professional work experience in service and/or transportation operations scheduling including a minimum of two (2) years of management/supervisory experience, OR an equivalent combination of education and experience sufficient to successfully perform the essential duties.
Desired Qualifications: Proficient in transit scheduling software (Giro Hastus software) Experience in GIS software Experience in Remix planning

Works closely with transportation and service planning staff to conduct advanced analyses and identify opportunities for scheduling efficiencies and improvements, including the interface between bus routes and between bus and light rail routes
Analyzes existing bus schedules and runtimes to assure schedules meet on-time performance and cost effectiveness objectives as well as consider the experiences of our frontline team members and customers
Oversees and plans the development of schedule modifications and new schedules to support the implementation of new routes and services and to achieve required reliability and efficiency of transit service and other mobility solutions
Ensures that scheduling work is compliant with transportation's feedback, contracts, and collective bargaining agreements in effect
Coordinates with member agency representatives on issues related to transit scheduling activities
Provides support on proposed schedule changes; analyzes situation and determines effects on system operations; provides recommendations on proposed changes; utilizes field observations and customer and frontline staff feedback to determine changes
Responsible for the compilation of data related to transit performance to monitor system performance and adherence to agency service standards and performance measures; utilizes and contributes to performance dashboard information; manages the production of scheduling databases to support a variety of customer information and management functions within the organization
Oversees the implementation, maintenance, and daily use of computer scheduling software systems necessary to support the efficient development of bus and rail schedules, blocking, runcuts, and rosters; develops quarterly schedules, blocks, runcuts and rosters for fixed-route bus and rail transit (light rail and streetcar) operations
Works closely with Service Planning team to support corridor and sub-regional service restructuring, community transit plans, network integration, and light rail operating plans, also including service planning for future service extensions
Responsible for the supervision of staff, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance
Directs, coordinates, and executes special studies and surveys to develop innovative scheduling methodologies for the purpose of maximizing the efficiency and cost-effectiveness of passenger service
Interacts with various departments, outside agencies, contractors, and consultants to ensure quality service; adheres to safety regulations, policies, and procedures to ensure the well-being of Valley Metro customers, employees, and member city partners
Manages the development and implementation of goals, objectives, policies, procedures, and work standards for the scheduling department; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures for transit system
Directs the preparation and administration of the department's budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments
Prepares or reviews a variety of narrative and/or statistical reports, correspondence, agenda items, presentations, and other written materials; makes presentations to various committees and the Boards of Directors

Physical Demands / Work Environment
Positions in this class typically require sustained finger typing and keying, sustained exposure to computer screens, talking, hearing, seeing, and repetitive motion. May conduct field work and travel to agency facilities.
Work Environment: Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
