The Human Resources Compensation Specialist III, under general supervision, provides professional level experience with the planning, developing, and implementation of new and revised compensation programs, policies, and procedures to align with the universityâ™s goals and competitive practices. Ensures the universityâ™s compensation programs are consistently administered in compliance with internal policies and government regulations. Performs specialized complex human resources management work. Work involves administrating human resources management programs and ensuring compliance with state and federal laws and regulations.Â
Reporting directly to the Assistant Director, the Compensation Specialist works independently on special compensation projects and works as part of the Employee Services team to ensure the compensation program is administered properly. Works with employee services personnel such as position management, recruiters, benefits and leave administrators, and campus stakeholders to review and analyze payrates, pay plans, promotions, the issuance of employee contracts, and annual pay increases and affords recommendations through the analysis of compensation policies, government regulations, prevailing wages, and compression and equity.
This is an in-office position located in Stephenville, Texas with work hours of Monday to Friday; from 8 AM to 5PM or as business needs indicate. Work hours may vary during peak season. Must be able to work remotely at the request of the University. The opportunity for Hybrid work is available for this position with remote and office work options available after successful completion of training period. Responsibilities
Develops and implements compensation strategy and tools; job descriptions, job evaluations, salary administration, compensation philosophy, policy and administrative procedures, incentive plans, and compensation surveys.
Performs job audits to determine the proper classification of new and existing positions and documents results. Reviews requests for internal promotions and transfers. Interprets and applies Fair Labor Standards Act criteria in analysis of positions.
Conducts salary surveys and job analyses to determine proper classification and recommends the appropriate job title, salary range, and Fair Labor Standards Act exemption status of new and existing positions. Participates in salary surveys conducted by other universities or organizations. Maintains salary survey files.
Implements and administers compensation related human resources programs to include market and internal equity adjustments, compression analysis, and organizational development.
Conducts studies regarding staffing needs and problems, and recommends actions. Conducts workforce analyses and executes workforce plans and strategies.
Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms. Advises on issues, rules, policies, and regulations related to compensation and human resources management.
Conduct audits of compensation and human resources activities to ensure compliance with policies and procedures.
Develops and maintains compensation automated systems, files, and records.
Reviews equal employment requests to determine applicability of overtime liabilities in accordance with the FLSA.
Compiles and analyzes statistical information using spreadsheet and database software; Writes reports and presents the information in a variety of formats as required.
Performs other related duties as assigned.
Required Education and Experience
Bachelorâ™s Degree. Equivalent combination of relevant education and experience may be substituted as appropriate.
Three years of related experience in HR Analytics with a focus on data analysis, data visualization, and data modeling of human resources and talent acquisition data.Â
Knowledge, Skills and Abilities
Proficiency with database, spreadsheet and word processing programs. Analytical and report writing skills. Oral, written & presentation communication skills.
Ability to work with sensitive information in a confidential manner. Ability to multi-task and work cooperatively with others.
Considerable professional-level experience in compensation management and salary administration, human resource management, policy administration, workforce analytics, statistical analysis, survey design, and workforce planning.
Strong customer service background including translation of requests into requirements and communication of technical information to a non-technical audience.
Comprehensive knowledge of total compensation management theories and practices; compensation design and methodologies; workforce analytics/data;Â HRISÂ systems; and salary administration practices.
Current knowledge of federal/state regulations related to compensation and total rewards, including thorough knowledge of FLSA regulations.
Strong analytical, organizational, and problem-solving skills.
Experience in project management teams.
Team-oriented individual with strong leadership ability.
Ability to communicate effectively with diverse populations both verbally and in writing. Strong interpersonal skills and the ability to develop and maintain effective working relationships.

The target base annual salary is $53,745 and may be negotiable based on funding availability and candidate experience/skillset in relation to the minimum requirements of this position.
