The HRBP partners across the organization to handle HR questions, build strong relationships, and offer the applicable solutions to management and employees. Provides day-to-day recruitment support, performance management guidance, ensure the company complies with employment and labor laws, interprets HR policies, analyzes classification and compensation requests, and resolves complex employee relations issues. Working with the hiring manager, facilitates the full HR life cycle, which includes attracting and recruiting employees, their development, engagement, retention and release.

Responsibilities The HR Business Partner is responsible for but not limited to:
Recruitment Process Oversight 40%
Works with hiring managers to assess recruitment needs for departments or projects;
Ensures departments and projects are trained on the recruitment process;
Reviews job descriptions for accuracy and ensures ad-copy is developed and position are advertised in the appropriate publications;
Provides assistance to managers with drafting effective interview questions; screens applications for minimum qualifications, oversees the interview process and makes the offer of employment.
Initiates the on-boarding process and creates the new hire paperwork.
Assures compliance of EEO plan and applicable laws, ensuring regulations and standards are met.
Responsible for accurately tracking all recruitment files and paperwork within established timeframes.
May participate in external recruitment activities/job fairs.
Reviews job descriptions for accuracy, minimum qualifications and classification standards.
Employee Relations 20%
With assistance from the Sr. HR Business Partner, provides management with day-to-day support on employee relations issues.
Aligns with applicable laws, company policies and precedence to determine a course of action;
Assist with designing performance improvement plans and may develop disciplinary action solutions;
Identifies opportunities and makes recommendations for improvements.
May assist with HR investigations. Participates in the termination process ensuring decisions are consistent with company policy to limit potential liability; may conduct research for and participate in reductions in staff (RIFs); investigates and responds to requests from regulatory agencies in a timely manner.
Reviews the performance reviews for assigned areas ensuring they are completed a timely manner and merit increases are added to employee salaries.
Compensation and Classification - 20%
Analyzes requests for reclassification of positions. Reviews classification standards and makes appropriate recommendation based on job description, duties and responsibilities and materials provided.
Prepares compensation analysis for new hires, promotions and/or equity increases and recommends salary adjustments as supported by market-based data or internal equities.
Advises management on the impact of reorganization, considerations on job families, or individual jobs as it may relate to incumbent or titling changes.
Reviews and processes merit increases.
Prepares electronic salary adjustments as required.
Oversees the annual review process, ensuring performance reviews are completed in a timely manner.
Policy Review & Compliance 5%
Recommend new approaches, processes and procedures to increase continual improvement of the HR Department;
Interprets HR policies and procedures as appropriate.
Verifies managers, departments and projects are in compliance with federal and state laws;
Ensure legal compliance with Equal Employment Opportunity and affirmative Action regulations;
Provide clear and effective consultation to management on employment law.
Training & Development 5%
Responsible for conducting New Hire Orientation. May co-facilitate training on the recruitment process, employment law, and Employee Mentor Program.
Visa/Immigration Compliance 5%
Requests appropriate documentation and prepares applications for J-1, H-1B, and TN Visas as needed;
Gathers supporting information from PI regarding position, verifies funding, contacts visitor to obtain appropriate documentation, works with Immigration Attorney or Faculty Advancement to coordinate proper filing, processes STEM or program extensions, as necessary, tracks visitors arrival date and assists with onboarding.
Other Duties and Responsibilities as assigned 5%
Participates in functional staff meetings; manages projects and/or participates as a project member on company-wide initiatives;
Actively develops the understanding of the HR profession both within and beyond SDSU Research Foundation and partners with Sr HR Generalist to gain exposure to different areas of the profession.
Qualifications Knowledge and Abilities
Knowledge of multiple human resources disciplines including employee relations, recruiting, performance management, compensation, benefits and federal and state employment laws
Knowledge of current and developing trends in Human Resources
Knowledge of MS Office tools and resources, Excel, PowerPoint, Word, Outlook and Gmail
Knowledge of HRIS Systems, Applicant Tracking systems and the like
Knowledge of the Foundations organizational structure, culture, values, operations and goals
Knowledge of the HRBP role within the organization and the ability to create an overall service offering to the business
Ability to manage the recruitment, onboarding and new hire process
Ability to display flexibility and handle multiple work priorities and interruptions
Ability to track and manage the appointment recommendation process.
Ability to support the change processes and organizational initiatives by coaching to address resistance, motivation, and building of morale and improvement of performance
Ability to display effective interpersonal and relationship building skills to work effectively with all levels of leadership, employees and peers throughout the company
Ability to maintain standards of professional ethics, composure and respond proactively to issues
Ability to handle employee confidentiality and sensitive information
Ability to effectively communicate which include speaking, writing and listening in a manner that clarifies issues, promotes closure and delivers information in a clear and concise manner

Minimum Qualification
Bachelors degree in Human Resources or an equivalent combination of education and relevant experience.
2- years of professional human resources work experience.
