This position will lead the establishment and ongoing faciliation of Value Analysis processes and structures to support the alignment of institution wide objectives, strategic goals, and control of supply costs. The role of the Value Analysis Manager will be to support optimization of product and device cost and use, patient care, patient safety, caregiver safety, physician satisfacation, and supply chain performance through the oversight of the product review, evaluation, selection, and implementation process. The position will provide benchmarks, develop and execute various projects, document decision making results and faciliate prepration of needed financial analytics. The Value Analysis Manager will provide leadership to the cross functional Value Analysis Committees and staff (Value Analysts) under the direction of the Director of Purchasing Services. The Value Analysis Manager coordinates, distributes and levels the workload of the staff as required by changing initiatives and work requirements, provides direction and monitors cost savings and process improvement efforts in support of departmental goals and objectives.
The Value Analysis Manager has significant visibility and responsibility managing Value Analysis activities in support of Healthcare, Research, and Academic missions within OHSU. This position reports to and has frequent direct contact with Sr. Hospital Adminstration (COO, CFO, CMO) and the VP of Campus Services. Regular communications and coordination of work with physician and institution leadership, counterpart teams and other key interal and external stakeholders engaged in supply chain activities are integral to this position.
Value Analysis Facilitator: The Value Analysis Manager, in coordination with the other designated Value Analysis Facilitators, shall manage OHSU's Value Analysis Program. Annual Value Analysis Program goals shall be established, communicated, and monitored regularly. The Value Analysis Manager acts as the official liaison to the UHC Value Analysis Program and to the OHSU Value Analysis Steering Committee (VASC). The VASC is sponsored by the COO and a physician representative, and it is the responsibility of the Value Analysis Manger to determine content and orchestrate this meeting on a monthly basis. The Value Analysis Manager determines and implements Value Analysis best practices, monitors established processes, policies and procedures for product introduction, review, analysis, and communication for all Value Analysis Committees.
Analytic: Develop and manage the analytical component of value analysis and supply chain engagements, including, but not limited to:
Ensures identification and quantification of cost savings opportunities achievable via optimization/standardization of products and processes.
Validation and reporting of opportunities identified, decisions reached, costs incurred or savings realized.
Communication and analysis of summary reports and supportive materials for clear communication, presentations, implementations and validations.
Quantifies, analyzes and presents data to VASC and makes recommendations for consideration in determining where items should be standardized and / or used at OHSU.
Identify best practice models that improve cost-effective clinical care.
Provision of information support to other consultants in support of consulting activities.
Keeps current on technology, regulatory and operational trends in the health care industry which may impact product selection and utilization.
Project Management and Process Improvement: The Value Analysis Manager will identify projects that provide a unique product or result in overall supply chain efficiencies. Apply knowledge, skill and techniques to execute projects effectively and efficiently. The projects will be identified with beginning and end times, and defined scope and resources. Participates in projects related to all Purchasing Services department activities. Facilitates, coordinates and communicates the evaluation and selection of new products and supplies through execution of Value Analysis initiatives. Gathers feedback from end users and departments. The Value Analysis Manager will also proactively manage process improvement efforts. Works collaboratively and as a liaison with physicians, clinical and non-clinical teams, administration, vendors, and other individuals to maximize patient care, patient and employee safety and ensure cost-effective utilization of financial resources and the sharing of such opportunities.
Staff Management: Manage daily activities of Value Analysts to include but not limited to managing, coaching, training, job performance and discipline administration. Conducts annual and on-going performance reviews in coordination with HR timelines. Establish and communicate individual goals to Value Analysis staff. Implements disciplinary action as appropriate. Responsible for the recruitment/hiring process. Supervises the training/orientation of new Value Analysis staff. A mentor/mentee relationship will be established with all direct and indirect reports. Places high priority on staff development specifically in regard to cost/trend and standardization analysis and tools; uses goal-setting and performance recognition techniques; uses reporting tools in order to evaluate/improve individual/department performance and foster professional growth. Facilitates staff meetings, inter-office communications and resolves conflicts. Analyzes potential problems and or conflicts with users and suppliers and develops resolutions. Acts as the prime resource to Value Analysis staff with problem resolution.
5 year supervisory experience in a procurement, financial, or clinical setting
Demonstrates high levels of accuracy with data entry, organization and management
Demonstrates analytical experience using spreadsheets, databases and word processing software

Demonstrates basic understanding of healthcare and purchasing terminology
