LEA COUNTY ELECTRIC COOPERATIVE POSITION DESCRIPTION

The overall objective of this position is to ensure the stability and integrity of the organization’s IT assets. This includes planning, designing, installing, configuring, maintaining, and optimizing all network hardware, software, telephony equipment and communication links. Operate independently and as a part of a team to ensure software, hardware and related components are protected from cyber-attacks. Develop security systems analyzing current system vulnerabilities.
Provide network administration of all workstations and Windows servers. This involves, setup of new user accounts and permission settings for new and current users.
Install, configures, and troubleshoots user problems and computer networks to ensure that network is available to end users.
Develop effective security strategies for software systems, networks, and hardware.
Research and implement best ways to secure company-wide IT infrastructure.
Monitor for external intrusions and attacks.
Manage and implement system security to ensure data integrity and protection using routers, firewalls, virus protection, access control and intrusion detection systems.
Install, troubleshoot, and maintain company LANs, WANs and wireless networks.
Install and maintain software including operating systems, databases and all applications utilized by the cooperative.
Support and maintain telecommunications equipment. This includes programming, diagnosing, and upgrading telephone systems, voicemail, and PBX systems.
Recommend and purchase necessary personal computer, peripheral, software and supplies as assigned.
Provide problem reporting, diagnosis and resolution of all hardware, software and networking problems supported by the IT/Communications department.
Provide timely and accurate telephone and in-person technical support by troubleshooting and correcting technical problems encountered by both local and remote end-users.
Advise and train end users in the use of existing technology while demonstrating a supportive and helpful attitude.
Create and maintain backup and system audit procedures for all servers and workstations.
Consult with end users and propose solutions and alternatives to meet their business needs.
Assist with the installation and maintenance of all licensed and un-licensed microwave radio and Land Mobile Radio (LMR) equipment.
Interact and negotiate with vendors, outsourcers, and contractors to secure network products and services.
Write scripts and programs to ensure effective system automation.
Assist in the design implementation action of disaster recovery plan.
Assist in the annual budget process for network hardware and software.
Assist with special projects.
Keep abreast of all current network, software/hardware applications utilized by cooperative.
Maintain a Cooperative attitude and assist fellow employees in any work of which you are capable or may be called on to perform which expedites the business of the Cooperative.
Perform other duties as requested or assigned.
Bachelor’s Degree in Computer Science or related degree.
Eight years computer related experience. Advanced certifications a plus.
The fully competent incumbent must possess the following knowledge:
Working knowledge of various programming languages used by Cooperative.
Thorough knowledge of multiple operating systems and wide range of software used at LCEC.
Knowledge of LAN/WAN standards and protocols, workstation/server troubleshooting, security services and backup procedures using various hardware and software applications.
Strong IT skills with a deep understanding of cyber hacker methodology.
Ability to identify vulnerabilities and overall security issues.
Working knowledge of federal regulations regarding software licensing and any other matters related to the cooperative’s information systems.
Must be able to efficiently operate workstations, servers, printers, routers, switches, wireless equipment, telecommunications system, diagnostic, and testing equipment.
SKILLS AND ABILITIES:
Must have excellent oral and written communication skills in order to communicate clearly with employees at all levels about technical subjects.
Must be able to test and debug computer programs before they are implemented.
Excellent multi-tasking skills. Prioritize and perform a variety of concurrent tasks with minimal direction or supervision.
Must be able to stay abreast of developments in the field that might be useful to the cooperative and communicate them effectively to upper management.
Establish and maintain effective working relationships with end users.
Coordinate with IT/Communications department co-workers as a team member.
Usual office conditions. Regular hours with scheduled overtime. Must be able to lift and carry PCs and related PC equipment and must operate in such a manner that a safe and hazard-free working environment is always maintained to the greatest degree practicable. Subject to callout in the event of emergency. Subject to random drug/alcohol testing. All employees are subject to on-call status and must live within 10 miles of your reporting site.

Lea County Electric Cooperative, located in Lovington, New Mexico, serves portions of three counties in New Mexico and portions of three counties in Texas including three residential towns, and the oilfield and farm/ranch communities. The Cooperative has 4,275 miles of lines (338 miles of transmission) with 16,180 meters.
Lea County Electric Cooperative, Inc. (LCEC) was incorporated in 1949. Headquartered in Lovington, New Mexico, the Cooperative energizes over 15,000 meters in areas of Southeastern New Mexico and West Texas in portions of six (6) counties: Chaves, Eddy and Lea Counties in New Mexico and Cochran, Gaines and Yoakum counties in Texas. Nine (9) dedicated trustees along with management and employees have led LCEC through changes and growth. LCEC is a member of Western Farmer's Electric Cooperative, a generation and transmission cooperative, located in Anadarko, Oklahoma. Primary load is oilfield, commercial, irrigation and residential.
