Purpose StatementThe job of Assistant Superintendent - Personnel Services was established for the purpose/s of providing leadership, management and coordination for all personnel programs including planning, recruitment, selection, training, evaluation and employee relations. This position also acts as a legal resource and oversees programs related to student discipline and attendance. This job is distinguished from similar jobs by the following characteristics: Incumbents in this class must have had previous experience in an administrative position. Incumbents work within a framework of standard district policies and procedures and State and Federal laws. Incumbents must be able to provide leadership, present information and manage a flexible schedule. This job reports to the Superintendent. Essential Functions

Skills, Knowledge and AbilitiesSKILLS are required to perform multiple, highly complex, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: provide leadership; work with a variety of computer software programs and communicate effectively both orally and in writing. KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: planning, organization and direction of the functions of Human Resources, Labor Relations and Legal Services; Interest- based collective bargaining practices; applicable laws, codes, regulations, policies and procedures; modern office management procedures; employee selection, supervision and evaluation techniques, and budget preparation and control. ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize job- related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis based on organizational objectives; and problem solving with equipment is limited to moderate. Specific ability- based competencies required to satisfactorily perform the functions of the job include: planning, organizing and directing the functions of Human Resources; providing technical assistance to others concerning employment policies and practices; managing labor contracts; developing, interpreting and monitoring department budget and services and interpreting laws related to educational services; displaying tact and courtesy; adapting to changing work priorities; establishing and maintaining effective working relationships; setting priorities and working as part of a team. ResponsibilityResponsibilities include: working independently under broad organizational policies to achieve organizational objectives; managing major organizational components; and determining the use of funds. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the organization’s services. Working EnvironmentThe usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 34% sitting, 33% walking, and 33% standing. This job is performed in a generally clean and healthy environment. |
Additional Salary Information: 225 work days. Salary schedule includes master's degree and doctorate stipends.
