![]() PROJECT POLICY ANL MGR 1 (Executive Director of CCIA) Job Summary The Executive Director of the California Crop Improvement Association (CCIA) leads the official seed certification program for the State of California. The CCIA provides an independent third party system to maintain the genetic purity and quality of agronomic and vegetable crop seeds produced and conditioned in California. The USDA/AMS named the CCIA as the designated authority of the Organization for Economic Cooperation and Development (OECD) to conduct OECD Seed Schemes in California. The Executive Director acts as the liaison between the CCIA and the USDA/AMS to conduct this program and works closely with CCIA staff to assign OECD responsibilities and assists in the development and implementation of new programs. The Executive Director oversees the CCIA Field Services Unit to review applications for certified seed production, inspect seed production, and review and finalize field inspection reports and seed inspection reports. Provides technical expertise on committees concerned with varietal characteristics, documentation supporting varietal claims of distinctiveness, and other technical requirements for variety release. Represents the CCIA, as appropriate, at meetings of the Association of Official Seed Certifying Agencies (AOSCA) and various additional seed industry meetings and conferences. POSITION INFORMATION PHYSICAL DEMANDS Must be able to travel extensively throughout the state, and as necessary, nationally and internationally. Must be able to work for an extended period of time outdoors under prevailing field and weather conditions. Must work variable hours and overtime as required. Must have and maintain a valid California Driver's license. WORK ENVIRONMENT Must be able to sit at a computer for extended time periods. Must be able to work in an office environment with frequent interruptions. Must get along well with others and exhibit good judgement. Must be able to work remotely at home or when traveling. Must be comfortable as a public speaker. UC Davis is a smoke and tobacco free campus. QUALIFICATIONS Required: -Bachelor's degree in a scientific field directly related to varietal development, seed production, field/vegetable crop production, or other related area, or equivalent experience/training. -A minimum of five years of relevant experience in a scientific field directly related to varietal development, seed production, or field/vegetable crop production. -Knowledge and ability to communicate certification standards, policies and procedures via formal presentations. Must be able to effectively use Microsoft Outlook, Word, Excel, and PowerPoint. -Must have the experience to independently analyze complex information and situations to identify problems and relevant factors and to plan strategically and formulate logical conclusions in order to provide a sound basis for establishing priorities and determining appropriate courses of action. -Must have excellent interpersonal verbal and written skills to work effectively with managerial, professional and technical associates and clients. -Must have skills, knowledge, and experience in the principles and practices of business management to effectively and ethically manage and oversee a complex operation in the areas of budgeting, human resources, space and facility requirements, information technology, safety requirements, and customer relations. -Must have knowledge of State, Federal, and International seed laws, OECD Seed Schemes, AOSCA rules Regulations, intellectual property right and policies and expertise/experience applying these laws and regulations relative to field, conditioner, and seed inspections. -Must be familiar with the morphological characteristics of plants and be familiar with plant disease, additionally, must have knowledge of cultural practices, crop production techniques, and seed conditioning techniques for various species of agronomic and vegetable crops. Preferred: -At least five years of business management experience in the private sector. SPECIAL REQUIREMENTS Background Check This position is a critical position and subject to a background check.
