Manager, Labor Relations University of California Los Angeles
Requisition Number: 33023 Salary: The target salary range for this position is between the posted minimum and $12,500 monthly.
Position Description: Reporting to the Director--Employee and Labor Relations, Campus Human Resources (CHR), the Manager, Labor Relations represents the University in collective-bargaining negotiations, labor arbitrations, internal administrative hearings, and proceedings before the California Public Employment Relations Board.
Supervises Employee & Labor Relations Advocates who are high-level professional staff, most of whom are licensed attorneys, with an in-depth understanding of all areas related to labor relations and human resources. They are assigned to specific exclusive representatives (unions) and are responsible for the day-to-day administration of their respective contracts. Collaborate with Employee & Labor Relations colleagues and the Director on an as-needed basis as issues arise. Expected to exercise a high level of independent judgement in areas of responsibility.
Works collaboratively and establish highly effective working relationships with campus clients to resolve a full range of HR-related issues on a project-by-project basis.
Partners with Director on strategic planning initiatives, collective-bargaining strategy and contract administration, policy implementation, and staffing needs. Represents the Director and department at campus-wide and system-wide meetings and trainings, as requested.
Evaluates the merits of employee complaints (grievances, administrative reviews, and unfair labor practice charges) by interviewing witnesses, reviewing policies and relevant documentation, contracts, conducting complex legal research, and identifying strategies for the University's response. Provides consultation services to University management, employees, and designated representatives including analysis and interpretation of University policies and procedures and applicable employment and labor law, contract administration, organizational development, problem-solving and decision-making assistance and conflict resolution services. Participates in and leads supervisory/management training activities, including seminar design and facilitation on labor relations issues.
Coach and counsel managers and employees in clarifying goals and objectives, enhancing problem solving, planning, and communication skills. Conducts workplace investigations. Performs other duties as assigned. Occasional travel is required.
