Job Summary Serving under the Vice Provost for Research, the Chief Research Policy Officer directs and supervises programs that enable research undertaken by faculty, staff, postdoctoral scholars, and students at Caltech to be conducted in a safe manner, in accordance with the highest standards of integrity, with adherence to strict ethical principles, and in compliance with federal, state, and Institute regulations. These include Responsible Conduct of Research, Federal and State Research Regulatory Compliance, and Research Safety. The Chief Research Policy Officer shall provide administration and management oversight for the Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), Institutional Biosafety Committee (IBC), the Stem Cell Research Oversight Committee (SCRO), and the Radiation Safety Committee (RSC), and the Institute Controlled Substances Program, and shall ensure Institute compliance with U.S. Federal and California State regulations governing human and animal subject research; and biosafety/security. The Chief Research Policy Officer shall also provide supervision of the Office of Research Safety and oversight of the Export Compliance Office. Additionally, the Chief Research Policy Officer shall support the Vice Provost for Research in overseeing the Institute's Responsible Conduct of Research Program, regulation of Conflicts of Interest, Export Control Compliance, and use of Institute Resources by external users.
Provide leadership for the development and implementation of policies and practices that ensure that research activities undertaken by faculty, staff, postdoctoral scholars, and students at Caltech will be conducted in a safe manner, in accordance with highest standards of integrity, with adherence to strict ethical principles and in compliance with federal, state, and Institute regulations
Assess risks with regard to Research Compliance, Research Integrity, and Research Safety and alert the Institute leadership to such risks.
Work with the Vice Provost, the Office of the General Counsel, the Office of Research Administration, and other offices at Caltech to develop, maintain, and implement Caltech's policies and practices concerning Research Integrity and Research Compliance
Work with the Vice Provost, the Office of the General Counsel, the Office of Environmental Health and Safety, and other offices at Caltech to develop, maintain and implement Caltech's policies and practices concerning Research Safety
Provide supervision of - Office of Laboratory Animal Resources - Export Compliance Office - Office of Research Safety - Office of Research Compliance
Provide guidance to and support the functions of research regulatory committees including - Institutional Animal Care and Use Committee (IACUC) - Institutional Review Board (IRB) - Administrative Committee on Biosafety (IBC) - Stem Cell Research Oversight Committee (SCRO) - Radiation Safety Committee (RSC)
Work with Caltech Information Management Systems and Services to design, implement, and maintain appropriate electronic resources for - financial interest and commitment reporting - Training in the responsible conduct of research and regulatory matters - Support of the research regulatory committees (IACUC, IRB, IBC, SCRO, RSC) - controlled substances tracking and - Training for research safety and assessment of research hazards
Serve as the primary liaison with federal regulatory agencies and provide periodic updates and recommended actions to senior management as issues demand institutional response
Assist the Provost and the Division Chairs in ensuring that all Caltech researchers conduct research with the highest standards of integrity by disclosing financial interests and commitments, and managing potential conflicts of interest
Work with the Vice Provost, the Office of General Counsel, the Office of Technology Transfer and Corporate Partnership to ensure that technology transfer and corporate partnerships do not lead to conflicts of interest
Assist the Vice Provost in maintaining and implementing Caltech's policy on research misconduct
Work with the Office of Environmental Health and Safety to administer Caltech's Controlled Substances Program
Master's degree or the equivalent combination of education and experience in a scientific field
At least 8 years of relevant experience in a scientific, federal-funded organization
Prior experience working in a research laboratory
Advanced level of understanding of operational requirements related to the management and implementation of an IRB, IACUC, IBC, SCRO and RSC in a university/advanced research setting
Advanced level of knowledge regarding U.S. Federal and California State research regulations, including knowledge of such regulations as applicable to use of human or animal subjects, use of recombinant DNA, use of embryos and stem cells in research, export control regulations and guidance regarding responsible conduct of research
Demonstrated organizational skills and independent decision-making ability
Strong supervisory and leadership skills
Experience working with senior management to develop institutional policies
Advanced degree (Ph.D. in Science or Engineering or M.D.)
Juris Doctor degree or relevant experience with legal documents and processes
