Under general direction of the Assistant General Manager, the Office Administrator is responsible for daily supervision of the District’s administrative personnel, effectively motivating and monitoring activities related to customer service, financial accounting, accounts receivable, accounts payable, billing, human resources, and special administrative projects.
EXAMPLE OF DUTIES
Duties may include, but are not limited to the following:
Assists with all aspects of the District’s administrative, procedures, programs, and operations.
Assists with all aspects of the District's Administrative procedures, programs and operations.
Supervises the performance of administrative support staff.
Plans, organizes, and supervises customer billing, meter reading, accounts receivable, and customer service activities.
Participates in training, cross-training, and professional development of administrative support staff.
Monitors customer service statistics, evaluates customer trends, and receives public input to maintain and improve customer service.
Assists in preparing and implementing the annual administrative budget.
Assists in directing and managing day-to-day activities of the District’s billing system and accounting programs.
Assists with various customer service activities, such as customer interactions at the counter and on the phone, managing account information and payment matters, and addressing and resolving customer inquiries, complaints, and requests.
Assists in the District’s financial planning, review, and reporting activities.
Assists in the District’s annual financial audit process.
Reviews and processes payment of invoices, supervises preparation of payroll, and creates and processes applicable payroll and workers compensation billing and documentation, including quarterly and annual reports.
Prepares various internal and external correspondence, periodic and special reports, and other written materials.
Coordinates and administers employer health and benefit programs.
Conducts salary reviews and salary studies as delegated.
Supervises the maintenance of insurance programs and files.
Performs related duties as assigned.
Possession of a bachelor’s degree in business, accounting, public administration, public relations, communications, or related field is highly desirable. Progressively responsible and directly related experience may be substituted for the desired bachelor’s degree at the ratio of two years of experience for one year of education.
Minimum of seven (7) years of increasingly responsible experience in performing a variety of office, bookkeeping, and administrative support work, including at least four (4) years in a supervisory position. Water industry or public agency experience is desired.
