Provides oversight and guidance regarding all facets of compliance affecting bank operations, marketing, deposits, and lending to ensure they are executed in accordance with regulatory requirements. Continuously drives a strong culture of compliance and risk management and demonstrates integrity and professional judgment is protecting the interests of the bank and its customers. Manages and leads teams in the development, implementation and/or execution of compliance programs to minimize risk. Develops and modifies bank policy and procedures for compliance. Builds effective relationships with industry and regulatory authorities.
Duties and Responsibilities:
Oversees the design and implementation of the bank’s compliance program to identify, monitor, assess, control and report on compliance risk; as well as detect, and prevent associated risk to ensure compliance with federal, state, and local laws and regulations. applicable laws, rules, and regulations.
Oversees the development of compliance policies, procedures, risk identification, and control methodologies to ensure adherence and enforcement of federal, state, and local laws and regulatory requirements.
Develop and maintain a resource for compliance and risk management topics for operational and lending areas.
Serve as an in-house compliance and risk management expert, providing training, advice and guidance to ensure that all departments are in compliance with federal state and local laws and regulatory requirements.
Develop and/or maintain annual enterprise and compliance risk assessments.
Chair the Compliance Committee and CRA Committee.
Works with the Compliance Committee and/or senior management to develop an annual risk-based internal review and audit schedule ensuring that those areas with greatest potential risk receive appropriate audit attention.
Provides oversight for periodic compliance audits and regulatory examinations, information requests regarding compliance and regulatory filings.
Evaluates internal controls, operations and administrative functions for efficiency and effectiveness, adherence to bank policies and procedures, and compliance with federal and state banking regulations.
Advise senior management and the Audit Committee of the Board of Directors on audit, and internal control matters.
Supervise the Bank’s record retention and disposal program.
Maintain the bank’s CRA program to ensure it stays in compliance with the current regulations. Ensure that all public files are current, active and available when needed. Provide annual review and assessment of CRA activities to the senior management team and/or the Board.
Develop an annual compliance training schedule/program that covers appropriate topics for all Bank personnel.
Serve as point of contact for federal and state regulatory agencies for compliance matters.
Oversee all compliance related communication, and review advertisements and new products to ensure such communication is comprehensive, accessible, current, and appropriate.
Works with department managers to make improvements to processes in order to correct any violations or operational deficiencies found and coordinate responses to the audit reports for the Senior Management Team and Board of Directors within 30 days of receiving the final report.
Prepare internal documents for examinations, conduct post examination follow up, coordinate responses, and oversees corrective actions.

A basic understanding of the financial, regulatory, operational and/or accounting aspects of commercial banking and the ability to converse with management to participate in risk assessment, scope definition, and development of the most effective audit approach.

Education, Training and Experience:
A Bachelor’s degree with five to ten years of related experience and/or training; or an equivalent combination of education and experience applicable to compliance and risk management.
Professional certification, such as Certified Bank Compliance Officer (CBSO), Certified Regulatory Compliance Manager (CRCM, or Certified Regulatory and compliance Professional (CRCP).
Proven success in the risk management field with extensive knowledge of all regulatory policies and procedures.
Demonstrated accomplishments presenting to Board members, senior management, and regulators.
Demonstrated ability in providing leadership, supervision, and training to employees, while fostering a team environment and ensuring maximum productivity.
Extensive ability to read, analyze, interpret government regulations, trade journals and legal documents. Ability to respond accurately and thoroughly to common inquiries from regulatory agencies, courts, and outside consultants.
Computer knowledge of Microsoft Word and Excel and other bank programs.
