Responsibilities Under general direction of the Chief, Enterprise Services Section (ESS), ITSD at the California Department of Public Health and the supervision of UC Davis, the incumbent assists in GIS work used for enterprise systems within CDPH. The CDPH Information Technology Services Division (ITSD) relies on excellent communication to interact with a variety of customers using products and services.
Advance knowledge and experience with ArcGIS desktop, ArcGIS Pro, ArcGIS Online, Survey 123, Collector, geoprocessing and geocoding skills.
Experience with ArcGIS Server, portals, administrative tools.
Advance knowledge and experience of data in relation to government agency.
Advanced experience to extract and aggregate data and import data into various spreadsheet or database formats.
Knowledge of Microsoft Excel/Access/SQL server database for the following functions: import/export data, design, create and modify tables; write complex queries to get data by joining multiple tables created using ArcGIS software.
Knowledge and understanding GIS cloud services and create web applications and tools.
Demonstrated successful interpersonal, oral and written communication skills to effectively interact with diverse groups, colleagues, public officials and supervisors.
Experience with Tableau and/or other data visualization tools.
Excellent organizational and analytical skills with an ability to work concurrently on several projects/issues, tract them and report on them.
Knowledge and experience of demographic, retail, and health related data.
Demonstrated ability to exercise a high degree of initiative, independence, and flexibility in supporting customers and management; and ability to work collaboratively with a team.
Bachelor's degree in Geography, Computer Science, Public Health or related field, or equivalent work experience
3-5 years of GIS analyst experience in a collaborative environment
Experience creating GIS web map, analysis, python scripting, ArcGIS online.
Experience working with multi-lingual and varying demographic audiences.
Knowledge to create user guide materials and documentation of technical development process
Experience developing workflows using ArcGIS online, ArcMap, ArcGIS Pro or ArcGIS server experience
Experience working on teams with system implementation methodology and enterprise integration
Demonstrated skills of current mobile and desktop development patterns
