Responsible for providing support and analysis of electric utility regulatory policy for the Federal Energy Regulatory Commission (FERC) and the North American Electric Reliability Corporation (NERC) reliability compliance standards of all functional areas within the Generation organization. Assist with the development of policies, programs and procedures, and preparation of evidence that documents and demonstrates Tri-State’s compliance with NERC standards as they apply to power generation facilities. Responsible for providing required compliance training for Generation staff. Provide support and be liaison between Corporate Compliance and Generation for implementation of reliability compliance policies, programs and procedures. Responsible for being Generation’s subject matter expert for all Critical Infrastructure Protection (CIP) standards and requirements applicable to the Generation organization.
REQUIRED JOB QUALIFICATIONS
Education and Training
Bachelor’s degree in Business Administration, Business Management, Information Systems, Science or a technical discipline or other related discipline from an accredited university or equivalent combination of education and experience.
Knowledge, Skills, and Ability:
Experience implementing a program to comply with NERC standards applicable to Generation Owners and Generation Operators.
Strong knowledge of FERC/NERC/ WECC/MRO reliability standards as they apply to electric utility generation entities.
General to advanced knowledge of the use and application of electric utility industry codes, standards, and governmental regulations that are applicable to power generation, including NERC, Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and American Society of Mechanical Engineers (ASME).
Strong problem-solving skills including the ability to identify, analyze, and resolve problems, driving solutions through to completion.
Working knowledge of personal computers and business office applications including MSWord, Excel, Outlook, MicroGADS and other related business office applications and software.
Working knowledge of safety policies, practices and procedures.
Ability to organize the work of others to achieve goals and expectations.
Ability to effectively communicate both verbally and in writing.
Ability to multitask and work effectively with Subject Matter Experts.
Eight (8) years of experience in electric power generation operations and/or maintenance including experience with plant systems, equipment and facilities.
Experience which may include policy analysis and compliance, operating standards compliance, enterprise level auditing and other standards and processes review a plus.
Experience with training materials development and instruction delivery, preferred.
Willingness to travel. (Must possess a current valid driver's license.)
Must be able to demonstrate that he/she can perform all of the essential functions of the position.
DESIRED JOB QUALIFICATIONS
Certified Information Systems Security Professional (CISSP).
Strong background in Industrial Control Systems (ICS).
Knowledge of risk assessments techniques, change management, incident reporting and response planning.
Electric utility industry experience including policy analysis and compliance, operating standards compliance, enterprise level auditing, or other standards and processes review.
Electric utility experience specific to transmission regulatory policy and reliability standards.
