POSITION DUTIES Contract & Risk Management Advises the campus on regulations, policies and procedures for preparation of contracts and Requests for Proposals/Requests for Qualifications (RFPs/RFQs), contract terminology and development. Manages and provides contract training for the campus. Arranges for or performs an analysis of proposals for technical requirements and cost factors. Negotiates with parties to any contract, agreement, MOU, etc., on terms; coordinates the evaluation of bids and proposals;coordinates contract negotiation; and advises department offices on contract terms and conditions. Coordinates termination of agreements, contracts, etc.and resolves issues that arise during the contracting process. Maintains contract records in accordance with state public records guidelines. Vendor Management Assists in drafting contract amendments. Issues reminders to contract owners of upcoming contract renewal options. Manages contract vendor list in database. Management of Formal Solicitations Manages and facilitates the College's formal competitive solicitation processes, including bids, RFP, and RFQ, in an effort to obtain the best value for contracts. Conducts RFP/RFQ development with program managers to define scope and specifications that meet their requirements. Manages the coordination of addendum processes with program managers and Legal Counsel for timely posting. Reviews selection processes to assure compliance with state and federal regulations, State Board policy, and College-approved procedures. Negotiates contract terms and conditions with the vendor, College's program manager, and legal counsel. Perform other duties as assigned.
Bachelor's degree from an accredited institution.Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis. Experience writing and negotiating contracts. Effective oral and written communication skills. Ability to work effectively and collaboratively with others; Ability to embrace and incorporate diverse perspectives and to work successfully with diverse individuals or groups. Experience with Microsoft Office suite applications, especially MS Excel and MS Word
PREFERRED QUALIFICATIONS: Master's degree in business administration, law, or equivalent graduate degree. Experience writing and negotiating contracts for a Washington state agency. Experience writing and managing RFPs and RFQs. Ability to manage multiple priorities.
