Posting Salary: $110,000 - $129,000 commensurate with experience
Position Summary: This position is part of the Research Grants Program Office (RGPO) within Research and Graduate Studies (RGS), Division of Academic Affairs at the University of California, Office of the President. RGPO oversees a broad portfolio of research grant programs and funding streams representing more than 500 active research grants totaling $348 million and over $110 million in annual grant awards. The RGPO consists of several granting programs that are administered by the University on behalf of the State of California and the UC system.
The RGPO Grant Operations unit provides central shared services to support program teams in the execution of proposal solicitation and review, post-award administration, budget planning and reporting, grant payments and accounting, database management, and other core administrative needs of all the grant programs and teams. RGPO Grant Operations is organized into three shared service teams including Budget and Accounting, Application Review, and Post-Award Administration.
The Research Contracts and Grants Managers each supervise a team of Portfolio Analysts and lead the teams responsible for Application Review and Post-Award Administration within the unit. These managers are responsible for developing and ensuring consistent application of operational and research policies, identifying opportunities to streamline procedures and enhance reporting, development of new research administration policies, and ensuring coordination within the Grant Operations unit and across all of the supported research programs within RGPO.
The Research Contracts and Grants Managers are involved in developing, modifying and executing organization policies that affect the contracts and grants office and also have organization-wide impact. Erroneous decisions or failure to achieve goals results in additional costs and / or personnel.

Job Close Date:
(A) Manages the organization and administrative implementation of all RGPO application reviews, grant award execution, and post-award reporting and management.
(B) Responsible for developing and administering the budget for all RGPO application review meetings including for related travel, site, and reviewer compensation costs.
(C) Coordinates and supervises the negotiation and execution of all RGPO research grant agreements.
(D) In conjunction with each RGPO Program Director and the Grant Operations Director, plans, coordinates, and monitors grant payment schedules to meet projected expenditure targets.
(E) Resolves complex problems and inquiries related to exceptions to policy for application and grant award administration matters.
Job Requirements Bachelor's degree in related area and / or equivalent experience / training.
Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, grant-making, accounting and regulatory compliance requirements for a minimum of 5 years.
Demonstrated working knowledge, strong skills, and interest in database systems, particularly grants management modules such as proposalCENTRAL and SmartSimple.
Strong interpersonal skills to communicate with leadership and lead/direct subordinates, service orientation; ability to multi-task effectively in a varied, high volume environment; sound judgment, decision-making, and reasoning; ability to develop original ideas to solve problems; and effective verbal and written communication skills.
Ability to independently research and resolve problems and follow through on assignments. High degree of independent judgment and innovation to address complex issues. Effective at resolving problems, not just defining them.
Advanced knowledge of organization-specific computer applications. Must be proficient in use of Microsoft Office and common desktop/web applications. Required
Thorough understanding of contracts and grants guidelines of RGPO programs and other federal and non-federal sponsors supporting research and educational activities. Understanding of the principles of allocability, allowability, and reasonableness, as based on the OMB Uniform Guidance and applied to RGPO awards; knowledge of principles of cost accounting standards.
Supervisory/management experience for a minimum of 2 years.
