Under general supervision, perform extramural support application and award administrative duties for UT Share. Includes review, collaborating and communicating the processing of project transactional actions in the university accounting system (UT Share). Understands compliance with University, State, Federal and other sponsoring agency regulations and certifications for sponsored projects. Review and interpret award document terms and conditions with Federal, State and University fiscal and administrative policies as necessary to facilitate support for department/colleges. Review and process for approval sponsor approved budget revision actions and cost transfers.
Plan, coordinate and execute assigned compliance reviews of transactions associated with statement of accounts and project activities; communicate with department/college administrators on reconciliation/changes/corrective action needed. Conduct compliance monitoring of subawards as directed by Manager of Post Award. Track and coordinate subaward review process to ensure subsequent reviews are completed in a timely manner, evaluate corrective action, and communicate any necessary changes in a timely manner. Provide assistance to departments/colleges by developing and implementing alternate methods designed to promote compliance with grant/contract regulatory requirements and university policy. Coordinate and assist with implementation of new or changed compliance requirements. Analyze data/reports from compliance monitoring activities to identify issues and risk areas. Make recommendations and assist with the preparation of updates and communication of amended processes and procedures. Interact with business services units to facilitate coordination of changes needed on project accounts. Provide analysis and guidance to principal investigators (PI) regarding non-competing grant continuations for federal and state awards. Assist with the development of tools for department/college administrators on complex post award compliance information and training material in a clear and understandable manor to assist research community in managing their sponsored projects. Advise and inform Principal Investigators and other department/college administrative staff in the review of award documents any unique administrative terms and conditions. Review APS actions and advise on processing feasibility. Manage center related awards as assigned by Post Award Manager from inception to end of project. Provide assistance to Post Award Specialists as needed regarding subaward creation and maintenance, time and effort certification and reporting, and administrative closeout actions. Performs other duties assigned.
KNOWLEDGE, SKILLSANDABILITIES: Knowledge and experience with financial reconciliations. Knowledge of University, State, Federal and Nonfederal Agency fiscal and administrative rules, regulations and procedures. Knowledge of accounting practices and principles. Excellent written and oral communication techniques. Knowledge of UT Arlington and UT System policies for soliciting and administering extramural support. Knowledge of electronic research administration forms, procedures, and submission through electronic interfaces (e.g. PeopleSoft). Knowledge of Office of Management and Budget Circulars; funding agency terms and conditions; University Policy and Procedure Papers; Regent Resolutions; State Regulations; Federal Acquisition Regulations (FAR) and agency interpretations; Code of Federal Regulations; and Research Terms and Conditions. Ability to establish and maintain effective working relationships. Excellent organizational and time management skills. Knowledge of negotiation principals. Knowledgeable in the operation of computer equipment and associated software. Knowledge of specialized reporting systems.
Bachelor’s degree in accounting, finance, or business related field and three (3) years of experience in grant or sponsored project compliance OR, any equivalent combination of experience in research administration, and/or education from which comparable knowledge, skills and abilities have been achieved.
Three (3) years of experience in the administration of research grants and contracts.
