Position Summary: Under the direction of the Web and Application Services Technical Team Manager, this position serves as a senior Programmer Analyst in the departmental applications group, responsible for supporting various UCOP departments.
The incumbent in this position will collaborate with customers in UCOP departments (and campuses when appropriate) to develop requirements, design, program and implement new dynamic web sites, including the redesign of existing web sites. As lead programmer on projects, the incumbent will develop project and implementation plans, estimate development costs, recommend database design, and provide maintenance support for all applications to which he/she has been assigned. Uses skills as a seasoned, experienced applications programming professional with a full understanding of industry practices and organization policies and procedures; resolves a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Incumbent will also provide technical support to customers of the central IT web server environment, including the analysis and resolution of issues related to web site hosting. Incumbent will consult with colleagues within the unit and department on IT infrastructure upgrades and platform directions to coordinate development efforts.

Plans, designs, develops, modifies, debugs, deploys and evaluates complex software and data models for functional areas. Builds interfaces for a variety of internal and external constituents. Analyzes existing software or works to formulate logic for new complex systems and devises complex algorithms. Performs complex data analysis and tests/debugs complex software. Analyzes the design and use of complex data sources. Applies industry-standard security practices and constantly evaluates security footing to identify improvement opportunities.
Job Requirements Intermediate knowledge of secure software development.
Advanced skills associated with software design, modification, implementation and deployment, including object-oriented programming concepts. Strong knowledge of and experience with Linux, Apache, MySQL, and PHP or similar web-oriented platforms. Familiarity with development frameworks, especially Yii or Zend, as well as ORM. Demonstrated ability to design and maintain well-structured databases and data infrastructure.
Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans.
Thorough experience with identification and use of code libraries and open-source technologies.
Demonstrated software repository skills.
Demonstrated testing and test planning skills.
Thorough experience with common programming tools.
Demonstrated ability to follow software specifications. Required
Bachelor's degree in related area and/or equivalent experience/training. Required
Demonstrated ability to interface with management on a regular basis.
Demonstrated ability to create software specifications.
Familiarity with principles of web accessibility and intermediate knowledge of accessibility implementation.
Experience with planning for deployment and creation of feedback mechanisms. Preferred
