Department: STUDENT HOUSING - 068090 Department Description: Student Housing provides a home to over 8,000 UC Davis undergraduate and graduate students. Over 5,000 students reside in the residence halls, most of them in their first year at the university. Almost 1,000 students live in apartments as part of the Student Housing transfer student housing program, and more than 2,000 students live in one of several campus apartments, enjoying the diversity and campus proximity these communities provide.

Job Summary: Reporting to the Assistant Director of Human Resources, with a high degree of independence and autonomy, manage all scheduling and coordination of per diem, limited-term, and temporary staff, including maintaining internal Department Personnel Database for these staff members. Process and manage all temporary employment requests, working directly with Temporary Employment Services (TES) on needs, communicating timelines, performance management information, and departmental releases. Review, approve, and recruit for all limited-term appointment needs across the department. Primary point of contact for Per Diem Staffing coordination for Dining Services, including placements, managing scheduling system, and timesheet review/approval. Analyze budgetary impacts and advise on most efficient staffing model. Monitor Per Diem staffing ratio across department, providing recommendations for adherence to Collective Bargaining Agreements and University policies. Following established call procedures, manage Per Diem staff to fill temporary openings in Dining Services units across campus. Provide analysis and make recommendations for continued improvements to per diem and limited appointment practices and procedures that directly affect staff.
Physical Demands: Lift up to 30 pounds on an intermittent basis; use a ladder when retrieving items from high shelves.
Work in front of a computer terminal and typing on keyboard for extended periods of time.
Work Environment: Work in a busy and sometimes noisy work environment with periodic interruptions.
Work flexible/variable schedule (sometimes in excess of scheduled shift) including occasional overtime, evenings/nights, weekends and holidays, usually on short notice to meet operational needs.

Minimum Qualifications: Experience managing human resources principles and practices, specializing in interim recruitment/staffing, scheduling, and disciplinary actions, including Per Diem, temporary, and limited-term appointments.
Experience analyzing and interpreting and applying personnel policy and procedures.
Experience analyzing collective bargaining agreements and employment law, advising management.
Professional human resources experience using in-depth knowledge of human resources programs and services including personnel policies, practices and regulations to perceive potential issues, weigh facts and develop appropriate resolution and response.
Experience managing payroll process, including reviewing, auditing, and approving timesheets.
Experience guiding managers on sensitive employee and labor relations issues and processes.
Writing and communication skills to prepare and present documents, reports, proposals for management and correspondence with various constituencies within campus and UC system.
Experience using software such as Microsoft Word, Excel, PowerPoint, Outlook and other computer programs to produce general correspondence, forms, reports, spreadsheets, presentations.
Preferred Qualifications: A combination of education, training, and professional HR experience from which comparable skills can be acquired.
Problem solving, analytical and critical thinking skills.
Knowledge of UC policies and procedures, including working knowledge of UC benefits and retirement programs, DaFIS/Kuali, PPS, OPTRS, Decision Support, PeopleAdmin, as well as other campus systems.
Leadership skills to advice managers on hiring and evaluating employees, including counseling, corrective action, etc.
Organizational and managerial skills to prioritize, plan and direct projects, workload and staff.
Experience providing advice and counsel to all levels of the organization.
Interpersonal skills to provide customer service to those contacted in the course of work.
