PCSI is seeking a Contracts Manager to join our team. This role will serve as a primary point of contact for the administration of government and state service contracts for various entities. We’re looking for someone who is a natural team player yet works equally well on their own with limited direction. Someone who is extremely detail oriented, able to adapt to changing assignments and handle multiple priorities, while meeting deadlines. This position will report to the Senior Contracts Manager and is based in Austin, TX 78748.
Maintains complete files on all contracts, contract modifications, and potential and actual contractor claims and disputes.
Maintains a complete understanding of contract requirements to ensure relevant contract administration obligations are met in a timely manner.
Monitor legal and regulatory requirements pertaining to contracts.
Assures timely responses to all internal/external requests for information.
Provide timely and accurate data, advice and interpretation of contract requirements and processes.
Evaluates contracts for accuracy and review contract language coordinating with other departments as necessary.
Assists with negotiating contract renewals and amendments, including identification of provider resources.
Develops and maintains sub-contract bid evaluation instruments.
Recommends changes and/or cancellations to contract documents to ensure consistency among contracts with legal, program and fiscal requirements.
Assists in resolving discrepancies concerning contract billing issues through interface with customers, pricing and/or senior management.
Promotes quality service through problem solving skills that foster positive communication and interpersonal relationships with staff.
Coordinates with and notifies other departments on contractual due dates and maintains contract tracking status.
Maintains and monitors Contract Management System (CMS). This may include scanning and adding metadata to files upon upload.
Maintains data on the Contracting Intranet (SharePoint).
Will perform administrative tasks involved from acquisition planning through contract closeout.
Participation in the Performance Evaluation program is required.

Bachelor’s Degree in Business Administration, Finance/Accounting or similar field required.
Ability to obtain National Contract Management Association CPCM or CFCM certification or equivalent required within one (1) year of hire.
Three to five years of experience in Government Contracting (may include Procurement/Finance/Accounting/Acquisition or Supply Chain Management or a combination of these).
Familiarity with the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) and other supplements.
Understanding of federal systems of management and analysis to include but not limited to SAM, WAWF, EDA, FPDS-NG and others.
Knowledge of socioeconomic programs and federal acquisition strategies for those programs.
Experience with Cost Accounting Standards, Cost Reporting and interactions with DCAA.
Requires experienced/advanced knowledge of windows applications, MS Word, MS Excel, SharePoint and related applications.
Up to 10% (by air and vehicle, all domestic no international)
Ability to pass a criminal, financial and motor vehicle background checks.
Must possess a valid driver’s license and maintain clean driving record.
