Under direction, provide independent analysis and recommendations on complex issues pertaining to human resource administration that are often sensitive in nature and have significant impact on the Department of Housing Dining Hospitality (HDH), a large, complex, diverse and dynamic organization. Reporting to the Senior Manager, perform classification, compensation studies and analysis. Interpret HR policies and procedures, multiple bargaining unit contracts and assist in the development and implementation of department HR initiatives and programs. Provide payroll with updates for Payroll/Personnel System (PPS).
Provide guidance to Department Directors, Division Managers, Supervisors and employees in all aspects of employment and recruitment; including strategic plans for diversity recruitment and outreach for specialized positions. Work directly with management/supervisors to develop job descriptions, manage/monitor all phases of recruitment process, classification and salary requests for career staff, short term exceptions, temporary and student employees. Advise on employment practices and policies including: employee relations, labor relations, benefits, compensation, equity considerations, exceptions to policies. Train and provide work direction to administrative staff as required.
Housing Dining Hospitality (HDH) is a self-funded, large and complex campus department consisting of 7 divisions, with approximately 700 career employees, 1000 to 1200 student employees and an annual operating budget of greater than $189 million. HDH provides housing for approximately 15,000 undergraduates, grad students, faculty, staff and their families in over 400 buildings covering approximately 6 million sq. ft. HDH is in the midst of implementing an aggressive building plan which will add 5000 new beds and almost double our square footage by 2021. Currently, HDH houses 38% of UCSD's enrolled students with a goal of housing 50% in the near future. HDH provides maintenance and repair, contract meals/meal plan management, as well as retail food service, conference services and catering services to residents, students, faculty, staff, and campus visitors.
Demonstrated analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Solid working knowledge of other areas of HR.
Proven knowledge and operational experience in human resource administration, in a large to medium size company, including classification/compensation, recruitment and selection, discipline, employee relations, labor relations, performance evaluation, leave administration, policy and procedure development, compliance management, benefits administration and termination/layoff.
Strong knowledge of employment laws and policies including Equal Opportunity, Affirmative Action, ADA, FLSA, and guidelines concerning fair hiring, privacy, negligent hiring and defamation. Familiarity with regulatory agencies such as DFEH, EEOC and OFCCP.
Proven knowledge of recruiting techniques, media and recruitment sources for a variety of occupations, including web and print outlets. Experience recruiting and employing a wide range of exempt and non-exempt occupations.
Knowledge of organizational policies and procedures and knowledge of functional area. Knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.
Proficiency using Word (word processing), Access or other database software, Excel (spreadsheet), Outlook (email) and PowerPoint presentation software. Competent in the use of internet technology.
Demonstrated knowledge of a human resources management system (HRMS), and/or other related business software programs and systems.
Strong organizational, analysis and decision-making skills to continually prioritize between long and short term needs in an environment with competing demands and constant requests for priority changes.
Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.
