RESPECT FOR CONFIDENTIALITY TITLE: Clinical Director of Psychiatric Services RESPONSIBLE TO: Assistant Administrator SUMMARY: Under the oversight of the Assistant Administrator, the Clinical Director of the psychiatric areas will be responsible for 24/7 operations of the psychiatric areas at Harborview Medical Center. These areas include the three inpatient psychiatric units 5WA, 5WB, 5MB and the Psychiatric Emergency Services This position assumes the day to day accountability and responsibility for patient care for the units, including the various programs and activities of the departments. The Clinical Director of the psychiatric services will support the advancement of healthcare practices across the medical center emphasizing service excellence, patient safety, staff safety, and organizational integration, the Clinical Director of the psychiatric areas provides leadership and resources that promote the following. This position is directly responsible to the Assistant Administrator for Patient Care Services and is expected to exercise independent judgment to be accountable for overseeing, coordinating and managing business operations (including financial and related information systems), utilization management and care coordination systems for inpatient psychiatric services at Harborview Medical Center to assure alliance with and adherence to the organization's mission, vision, values, strategic goals, and business strategies. Emphasizing service excellence, patient safety, staff safety and organizational integration, the Director leads the department in overall program development and service priorities. The Clinical Director provides leadership for unit and department activities that promote: * Effective managing, developing, and evaluating the competence and satisfaction of assigned workforce. * Effective operational problem solving and communication at all levels * Effective interdisciplinary and interdepartmental collaboration and service coordination. * Effective evaluation of departmental practices and continuous process improvement. * Effective planning and evaluation of space, resources, numbers and skills of staff to fulfill mission. Standards of Daily Practice:This position has a wide span of responsibilities, including leadership in quality improvement projects and efforts across Harborview Medical Center, UW Medicine and statewide initiatives; assuring improvement efforts align with business and clinical strategies of the system. In addition, the clinical director collaborates with administrative leadership to identify and prioritize areas of improvement. This position contributes to the financial viability of the system through cost saving and potential revenue generating improvements. This position contributes to workflow efficiencies, which often result in reduced costs, through the relentless removal of waste. JOB SPECIFIC CRITERIA/SCOPE: 1. Responsible for effective fiscal management of the psychiatric areas. Prepares annual budget and develops strategic department goals incorporating Harborview Medical Center goals and departmental goals. 2. Select, train, supervise, motivate and evaluate staff to ensure maximum utilization of individuals and group capabilities while providing service to internal and external customers 3. Ensures staff receives opportunities to further their knowledge. 4. Identifies, analyses, researches, recommends and plans improvement projects from concept through implementation to help provide safe, cost effective patient care services. 5. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state and private health plans to ensure compliance. 6. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines such as the CMS, DOH, and JCAHO that impact the psychiatric units and ensures that Harborview Medical Center is in compliance. 7. Ensures appropriate use of department resources through clear policies, including equipment, supplies, personnel, hiring/training practices and services. 8. Investigates, evaluates and implements expertise in cost management, from diverse sources such as committee activity, journals, conferences and task forces. 9. Administers the operating, capital and payroll budgets to ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.10. Participate in hospital-wide and interdisciplinary committees. 11.
