Reports to the General Manager. The purpose of this position is to be a hands-on manager that is responsible for the overall management of the functions of transmission operation and maintenance to provide competitive, responsive and reliable service and high customer value. Directs the staff/contractors responsible for construction, operation and maintenance of transmission lines, substations, and works closely with the Chief Technology Officer to assure a reliable communications system for operation is maintained.
Supervises technical employees and contractors that maintain and repair field EMS, SCADA, and substation equipment that supports ETEC business goals.
Maintain coordination with the entities developing and implementing NERC Reliability Standards and to participate on applicable NERC standards drafting team for transmission assets.
Prepare data for input into NERC software.
Oversees the Member System SCADA environments. Provides support to all ETEC remote data gathering systems and facilities. Works with Member Systems and others to assist in SCADA development/support/standardization, and general technology needs.
Participates with management team by preparing department’s portion of the budget and closely monitoring and approving expenditures throughout the year. Recommends equipment upgrades, repairs or modifications. Performs data and cost/benefit analysis on same.
Identifies needed projects and studies and assists with implementation of them. Provides engineering services in order to attain strategic goals. Specifies and oversees contracted services for outages and projects.
Performs testing and analyzes results to monitor equipment and station performance. Consults with engineers, OEM’s and other users to determine equipment characteristics. Provides predictive maintenance services within responsibility area.
Analyzes and responds to the suggestions of others. Makes recommendations to the General Manager about any practices, procedures, system requirements or improvements that will facilitate maintenance schedules, short-or long-range plans or any other efficiencies or cost improvements. Develops and maintains policies and procedures as needed.
Responsible for the safety and integrity of ETEC’s system from an operational view point.
Design, construct, operate, and maintain ETEC owned transmission and substation facilities in accordance with all applicable rules and regulations as well as sound engineering practices. Aide member cooperatives when necessary in applying same principles.
Performs other duties as assigned.
Seven to ten years of prior experience working hands-on with electric transmission and SCADA required, with supervisory experience preferred.
Bachelor’s Degree in Engineering. Additional training in utility system operations preferred, Master’s degree a plus.
Professional Engineering License in the State of Texas is preferred.
Broad direct knowledge of electric utility operations sufficient to carry out the requirements of the position.
Demonstrated leadership experience in a related corporate level management position.
Demonstrated project and performance management experience.

Ability to travel, including overnight travel.
