ABOUT THE CALIFORNIA STATE UNIVERSITY MARITIME ACADEMY: Established in 1929, California State University Maritime Academy, a campus of the California State University, is the only degree-granting maritime academy on the West Coast. Located on a scenic waterfront site in Vallejo, the campus serves a student population of approximately 1100 undergraduates and 50 graduate students. The campus currently offers undergraduate degrees in Mechanical Engineering, Facilities Engineering Technology, Marine Engineering Technology, Marine Transportation, Global and Maritime Studies, and Business Administration. A master's degree in Transportation and Engineering Management is offered as well as a number of extended learning programs and courses.
MAJOR RESPONSIBILITIES: Review, analyze, develop recommendations for, and coordinate budgetary and related fiscal affairs for the division of Academic Affairs under the supervision of the Provost o Working with department chairs, deans, staff and administrators in Academic Affairs, provide training, direction and leadership concerning planning and managing budgets. o Assist with budget planning, forecasting, and review and analysis of expenditures. Analyze budget requests and perform continuous budgetary control of revenue and appropriations. o Review balance sheet items in evaluating financial resources available and impact on the program. o Coordinate budgeting, scheduling, and registration to ensure adequate staffing, budget and responsiveness to changes. o Provide reports and information to department chairs, deans, and administrators of the division concerning specific phases of budgets and financial procedures. o Uses integrated financial systems and/or other types of records management systems to provide budgetary control, oversight and reporting. o Working collaboratively with Administration and Finance, ensure compliance with budget, procurement and accounting guidelines, policies and procedures. Assist with strategic planning and process improvement for Academic Affairs o Provide leadership, planning and analysis for process and business improvement efforts in Academic Affairs including prioritizing, communicating, coordinating and implementing improvements in collaboration with Provost, Deans, AVPs and other leaders in Academic Affairs o Provide input to strategic objectives and lead efforts in response to Systemwide initiatives. o Provide support and advice to faculty and staff with coordination and implementation of process improvement projects. Provide leadership and assistance to fiscally related committees and other groups o Collaborate with faculty, students and staff to facilitate Instructionally Related Activities meetings, submissions, and funding. o Assist with organization, budgeting and communication of academic activities and groups related to funded initiatives o Track and facilitate funded initiatives involving internal, external and CSU funding.

This position is a designated position in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.
MINIMUM QUALIFICATIONS: Education: A bachelor's degree and/or equivalent training and work experience involving study, analysis, and/or evaluation leading to the development or improvement of operational and fiscal affairs programs.
Experience: Two years performing work involving the preparation, justification, and analysis or the control and administration of an operational plan including budgetary support.
Knowledge, Skills and Abilities:
Thorough knowledge of and ability to apply operational expertise to budgetary and/or fiscal affairs programs including pertinent laws and regulations.
Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
Ability to work with representatives from public and private entities and handle potentially sensitive situations.
Demonstrated consultative skills in working with internal and external constituent groups.
Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
Strong ability to multi-task and work under competing time demands
Excellent skills with Microsoft Word, Excel and PowerPoint.
Master's degree in a management, technical or fiscal field.
Experience working with student information and common management systems, such as PeopleSoft.
Thorough knowledge of working in a university environment, including typical academic policies, procedures and applications.
Experience working with CSU policies and procedures.
Experience developing and implementing strategic plans. SALARY RANGE: $4,693 - $8,002 per month. Hiring salary will be $4,693 - $6,250 per month and commensurate with education and experience.
